Charlotte's
Murder Summary for 2005
A pattern of inaction - a two
tiered justice system
Charlotte, North Carolina is
fast turning into a haven for
criminals.
Murders are up 40% - the jails
are full - the State won't fund
District Attorney positions.
10,000 felonies go unpunished
and un-prosecuted each year.
The
problem is epidemic and chronic.
The DA estimates he is short
about 1/2 the ADA's he needs.

I am reminded of Dr.
Martin Luther King, Jr’s
speech from Birmingham’s
jail in 1963. In a few
days the community will
celebrate his birthday
and shortly thereafter
“Black History Month”.
Perhaps we should
reflect on his words and
their applicability to
the problems of today:
“I have almost reached
the regrettable
conclusion that the
Negro’s great stumbling
block in his stride
towards freedom is not
the White Citizens
Counciler or the Ku Klux
Klanner, but the
white moderate, who is
more devoted to ‘order’
than to justice; who
prefers a negative peace
which is the absence of
tension to a positive
peace which is the
presence of justice;
who constantly says”: ‘I
agree with you in the
goal you seek, but can
not agree with your
methods of direct
action’; who
paternalistically
believes he can set the
timetable for another
man’s freedom; who lives
by a mythical consent of
time and who
constantly advises the
Negro to wait for a
‘more convenient
season.’ Shallow
understanding from
people of GOOD will is
more frustrating than
absolute
misunderstanding from
people of ILL will. …….I
had hoped that the white
moderate would
understand that law
and order exists for the
purpose of establishing
justice and that
when they fail in this
purpose they become the
dangerously structured
dams that block the
flow of social
progress. I had hoped
that the white moderate
would understand that
the present tension in
the South is a necessary
phase of the transition
from an obnoxious
negative peace, in
which the Negro
passively accepted his
unjust plight, top a
substantive and positive
peace, in which all men
will respect the dignity
and worth of human
personality. “

The Mayor and the City of Charlotte
are 'studying' the issue. It
seems the only time they add
police officers is when they
build a new arena. The police
are doing the best they can
considering the political
environment they are working
with.
I placed fully funding the District
Attorney on the County
Commission Agenda but it remains
to be seen if the Democrats who
control the Commission will
agree to do so.
Below are statistics on the HOME
address zip code (by race and
sex) for identified perpetrators
committing murders during 2005
within the City of Charlotte
(this does not include the
separate stats for the 6 towns
but would include the zip of
anyone from the towns that
committed murders in Charlotte
- there were none of those).
70% of the murders committed in
Charlotte were committed by
African-Americans in the
inner-city (mostly). That 70%
equals the five year average
showing that the problem is not
"getting better" (contrary
to the claims of some). It is
also numerically larger because
of the increase this year.
The rate of murders by race when
compared to the population
shows that African-American
inner-city adult males have a
murder rate that is 18
(eighteen) times their
proportion of the Charlotte
population.
For example, Inner-city Black males
account for 73% of the murders
committed by males but
inner-city Black male adults are
only about 4.125% of the
Charlotte population. This
indicates a multiplier factor of
roughly 18 and represents the
"risk" associated with living in
the inner-city.
Comparatively, white males make
up 12% of the murders committed
by males (also mostly in the
inner-city) but represent 7.6%
of the inner-city population (a
factor of 1.6).
In short, the conclusion is that
the individuals committing most
of the murders in Mecklenburg
County are homegrown and from
the inner-city of Charlotte.
There is a two-tiered system of
justice that is essentially
broken down along racial lines.
Most of the victims of these
murders are someone of the same
race (e.g. Black-on-Black crime,
etc...)
This is not surprising however
there are always some who claim
that while "murders" occurred in
the inner-city the "perps"
somehow were not. CMPD records
indicates that the individuals
committing murder in Charlotte,
live in Charlotte, in the
inner-city and commit these
murders there for the most part.
Perhaps
this will be a time for
reflection and serious Change in
Charlotte but I think the
so-called "people of good will"
have determined to ignore the
problem and some Black leaders
in Charlotte are content to let
it continue as it has for years.
